Net metering & export credits
Supply-only net metering for new customers since Jan 1, 2025. Systems interconnected before Jan 1, 2025 keep full-retail net metering for the life of the system. New solar customers get credits for supply + transmission only (the "Price to Compare", ~6.5–10¢/kWh in 2025 ComEd) and pay delivery charges on all grid energy they use.
Electricity rates

What this means for solar
- ComEd DG Rebate pays $300/kW of capacity; Storage Rebate pays $300/kWh (requires enrolling in a TOU or hourly-pricing rate).
- Illinois Shines pays tradable RECs that stack on top of bill savings.
