Net metering & export credits
Retail net metering (public power). Systems up to 25 kW earn retail-rate credits for generation up to ~100% of annual usage; surplus beyond that is paid at avoided cost. Credits roll over monthly, with an annual settlement at avoided cost.
Electricity rates
NE residential average ~12¢/kWh (EIA 2026); OPPD ~11¢/kWh.
What this means for solar
- Nebraska is the only all-public-power state — policies vary by utility (OPPD, NPPD, LES, co-ops).
- Nebraska offers a 6-year property tax exemption and a sales tax exemption for solar.
