Net metering & export credits
No net metering — export-credit plans or demand-charge plans (public power). SRP is not regulated by the Arizona Corporation Commission and sets its own rules. The E-27 Customer Generation plan credits exports ~7.6¢/kWh on-peak and ~3.0¢/kWh off-peak (2025); older demand plans give full-retail net metering credits but add demand charges. New E-16/E-28 TOU plans started Nov 2025 and become mandatory by Nov 2029.
Electricity rates
AZ residential average ~15¢/kWh (EIA 2026); SRP ~12–15¢.
What this means for solar
- SRP export credits reset annually and TOU rates are mandatory for solar customers, with ~$30 minimum bills.
- Batteries are increasingly essential to avoid low export credits and evening on-peak demand.
