Net metering & export credits
Full-retail 1:1 net metering (VA & WV). Virginia: an SCC order (Aug 29, 2025) kept full-retail 1:1 net metering for residential systems up to 25 kW; year-end surplus for new customers is now bought at avoided cost (~5.6¢/kWh) instead of rolling over, and existing customers are grandfathered 25 years. West Virginia: still 1:1, with an output-credit proposal under PSC review.
Electricity rates
APCo Virginia residential ~16.8¢/kWh (2026); WV average ~14¢/kWh (EIA).
What this means for solar
- Nearly 4,000 of APCo’s ~540,000 Virginia customers were net-metered as of 2025.
- The 2025 SCC ruling rejected APCo’s proposal to slash export credits to ~4.9¢/kWh.
