Net metering & export credits
Net Energy Billing (NEB) — 1:1 kWh credits at retail. Exports earn 1:1 kWh bill credits worth roughly the retail rate, offsetting supply and delivery; credits bank and roll forward but expire after 12 months with no cash payout. LD 1777 (2025) kept rooftop NEB intact while reforming community solar.
Electricity rates
ME residential average ~28¢/kWh (EIA 2026) — one of the highest in the US.
What this means for solar
- CMP’s 2026 standard-offer supply rate is 12.72¢/kWh (up from 10.61¢ in 2025).
- A Feb 2026 PUC rule limits each residential account to one NEB agreement (under legislative review).
