Net metering & export credits
Full-retail 1:1 net metering (currently) — successor NEM 2.0 pending. Dominion credits exports at full retail (1:1) for residential systems up to 25 kW, within the 6%-of-peak aggregate cap. Its NEM 2.0 proposal (May 2025) would cut export credits from ~14¢ to ~9.5¢/kWh and switch to 30-minute netting — pending SCC approval, with current customers expected to keep existing terms.
Electricity rates
VA residential average ~15¢/kWh (EIA 2026); Dominion metro rates higher.
What this means for solar
- The Virginia Clean Economy Act raised the net metering cap from 1% to 6% of forecast peak load.
- Interconnecting before the pending NEM 2.0 changes take effect likely locks in the current 1:1 terms.
