Net metering & export credits
Net billing (net metering ended Jan 2024). Export credits set by the Idaho PUC (final order Sept 30, 2025): ~15.7¢/kWh summer on-peak, 3.4¢/kWh summer off-peak, and 2.9¢/kWh in the non-summer season — a 31% cut from the prior rate. Annual updates are suspended until 2028. Systems installed before Dec 20, 2019 keep net metering until 2045.
Electricity rates
ID residential average ~11–12¢/kWh (EIA 2026).
What this means for solar
- A $15/month fixed fee now applies to ratepayers regardless of usage (2025).
- Under the low winter export credit, self-consumption and batteries matter far more than exporting.
