Net metering & export credits

Full-retail 1:1 net metering (Oregon). Oregon law requires Pacific Power to credit exports 1:1 at retail for residential systems up to 25 kW; credits bank monthly and are trued up each March, with leftover credits donated to low-income assistance programs.

OR residential average ~13¢/kWh (EIA 2026); Pacific Power base rates near the state average.

What this means for solar

Oregon law grandfathers existing solar customers from adverse policy changes.
PacifiCorp operates as Rocky Mountain Power in UT/WY/ID and serves parts of southern WA — those territories have different rules (its Idaho Schedule 136 changes were under PUC review in 2025).
