Net metering & export credits
Full-retail 1:1 net metering (Oregon). Oregon law requires Pacific Power to credit exports 1:1 at retail for residential systems up to 25 kW; credits bank monthly and are trued up each March, with leftover credits donated to low-income assistance programs.
Electricity rates
OR residential average ~13¢/kWh (EIA 2026); Pacific Power base rates near the state average.
What this means for solar
- Oregon law grandfathers existing solar customers from adverse policy changes.
- PacifiCorp operates as Rocky Mountain Power in UT/WY/ID and serves parts of southern WA — those territories have different rules (its Idaho Schedule 136 changes were under PUC review in 2025).
