Net metering & export credits
Full-retail 1:1 net metering (Rate Schedule 150). Exports are credited 1:1 at retail for systems up to 100 kW; banked credits expire March 31 each year. PSE has exceeded its state net-metering obligation (4% of 1996 peak demand) and is accepting new participants at the 1:1 rate through at least Dec 31, 2025.
Electricity rates
WA residential average ~11.6¢/kWh (EIA 2026); PSE bills rose ~11.5% in 2025.
What this means for solar
- A successor tariff with lower export credits is expected once Washington regulators approve a replacement program.
- Washington waives state sales tax on solar installations through 2029.
